Opinion: Central Valley leaders hatch plan for 'baby bullet' rail line

The group, headed by the San Joaquin Regional Rail Commission, would build the line to ensure compatibility with state high speed rail standards, and it would look to the California High Speed Rail Authority for some of the funding.
